Currently, global technological innovation is entering an unprecedented period of intense activity. A new round of technological revolution and industrial transformation is reshaping the global innovation landscape, highlighting the growing importance of strengthening the synergistic development of standards and patents, two strategic innovation resources. As a product of the deep integration of standards and patents, standard-essential patents have become a strategic element of concern for international organizations and major countries (regions) worldwide, and are also the focus of competition in key areas of technology, market, and industry.
To better implement the national guiding documents such as the "National Innovation-Driven Development Strategy Outline," the "National Standardization Development Outline," the "Outline for Building a Strong Intellectual Property Nation (2021-2035)," and the "Opinions of the CPC Central Committee and the State Council on Accelerating the Construction of a Unified National Market," the China National Institute of Standardization (CNIS) has fully leveraged its functions as a national-level standardization research institution. Based on long-term observation and analysis of relevant international, domestic, and international standards-essential patent policies, systems, and practices, as well as the mining and analysis of more than 3 million standard data points held by CNIS, it has compiled the "Standard Essential Patent Development Report (2024)" (hereinafter referred to as the "Report").
This report is aimed at relevant government departments, social organizations, universities, research institutions, enterprises, and personnel engaged in standard-essential patents (SEPs). It mainly reviews and analyzes important domestic and international policies, related cases, and data on SEPs in recent years. The aim is to comprehensively, systematically, and objectively present the overall development trend of SEPs, enhance the understanding of SEPs among all stakeholders, better grasp the relevant theories and policies, promote the timely integration of advanced and applicable scientific and technological innovations into standards, strengthen intellectual property protection in the standard-setting process, promote the industrial application of innovative achievements, and better serve the cultivation and development of new productive forces.
